Civilian Harm and Impunity in Oromia, Ethiopia: 2025 Report

The Oromo Legacy, Leadership and Advocacy Association (OLLAA) today published a new report titled Violence and Impunity: Civilian Suffering in Oromia, Ethiopia (2025), documenting serious and persistent human rights violations committed against civilians across the Oromia Region throughout 2025.

The report records 361 civilian victims of killings, arbitrary detention, enforced disappearances, torture, abductions, and destruction of civilian property. Drawing on victim and eyewitness interviews, field‑based documentation, and corroborated open‑source information, the findings indicate that civilians continue to bear the brunt of a protracted armed conflict amid a near‑total absence of accountability.

OLLAA’s analysis shows that violations were widespread and systematic, occurring across all zones of Oromia. The report finds that government security forces, allied militias, and non‑state armed groups were all responsible for grave abuses, with killings and arbitrary detention emerging as the most prevalent violations.

“Civilians in Oromia remain trapped in a cycle of violence marked by impunity and the erosion of the rule of law,” OLLAA’s on‑the‑ground team said. “The lack of independent monitoring and credible accountability mechanisms continues to leave victims without recognition, protection, or justice.”

The report warns that access restrictions, insecurity, and fear of reprisals significantly limit documentation efforts, meaning the scale of abuse is likely far greater than reported. OLLAA calls for immediate protection of civilians, independent investigations into alleged violations, and sustained national and international engagement to address the crisis.

The full report is intended to support evidence‑based advocacy, accountability efforts, and international action aimed at ending abuses and ensuring justice for victims.
