Report on Extrajudicial Killings in July 2023

Throughout the month of July 2023, the Ethiopian government sent its security forces, including the Ethiopian National Defense Force (ENDF) acting in concert with regional militia forces and Oromia police, to further its widespread deadly campaign against the Oromo people.

The list below highlights the 29 Oromo civilians confirmed by OLLAA or through mass media reports as having been extrajudicially killed in July 2023, all at the hands of government forces, local militia and, in several instances, the Oromia Police forces. It is important to note, however, that this list is an incomplete accounting of those killed extrajudicially in this past month as it does not include victims of mass murder, those whose names are unknown, or whose reported deaths OLLAA’s staff was unable to verify independently by the time of publication. It is likely that the true number of extrajudicial killings is much greater than the number reported below. For instance, in addition to those below, OLLAA was able to confirm the death of Mohaammed Hasan, although no further details relating to his killing were identified by the time of publication. OLLAA also was able to confirm the death of Indaashaa Galataa (Horo Guduru Wallaga, Amuru, Agamsa), but not the date of his killing. The level of brutality is unabated this year as citizens are being killed in targeted attacks across multiple zones within Oromia.

OLLAA urges the Ethiopian government to fulfill its moral imperative, as well as its legal duty, to protect and defend the human rights and security of all of its citizens, including by launching independent investigations into all credible reports of violations of their right to life. Furthermore, OLLAA calls on the international community to condemn these brutal acts strongly and to initiate independent investigations into the reports of human rights violations and injustices against the Oromo people in Ethiopia, who deserve to live in safety.
