Dasi Abrahim Yuya: Killed by Somali Liyu Police Forces

Dasi Abrahim was born in the Bilu Village, Goro Gutu Woreda, East Hararghe Zone. Erer Woreda, a Somali regional state, bordered its surrounding area in the north. He has two daughters and was a third-year history student at Jijiga University. He is renowned for prioritizing the needs of the community over his own.

According to our informant, on September 21, 2023, the Somali Regional State Special Forces Police (locally known as Liyu Hayl) opened fire on Dasi Abrahim Yuya, who was irrigating his family’s farmland after returning from school in the summer. Five policemen were said to have came in a vehicle from the Bike district of Somalia, to commit this brutal murder against Dasi Abrahim. 

According to a resident who lived in the area, Oromo and Somali people have lived together for many years, but this current incident is a war that has been declared as a result of the border conflict that took place in the Babile Woreda. Many people have been forced off the land where they had been residing for a long time. In addition, many people who were displaced due to this attack have not returned to their homes to date.

International Law 

A government’s primary duty under international human rights rules is to uphold and defend the rights of those who reside inside its borders. Therefore, it is the responsibility of the Ethiopian government to ensure that human rights are protected from abuses by both State actors and by non-state actors or groups. In particular, the government has a responsibility to defend its citizens from armed state-sponsored organizations.  The government must also hold the perpetrators accountable and carry out justice.  The internationally recognized rights infringed upon in this instance include the right to life, freedom of movement, the right to housing, and the right to property. These rights are protected by the UDHR, ICCPR, ACHPR, and national legislation of Ethiopia. Accordingly, OLLAA urges the Ethiopian government to prioritize human rights and hold the perpetrators accountable for their crimes.
