Rape Allegations of Oromo Boys in East Guji Zone

OLLAA received an unverified report on 27th August 2021 from a human rights defender who is a resident of East Guji Zone on the brutal rape of five male minors by Ethiopian military personel at Jiddolaa Military Camp between July 2020 and August 2020.  According  to this informant who spoke with OLLAA, the victims had been arrested for participating in a protest against Abiy’s regime for violating Human Rights in Gujii late 2020. The victims were then detained at the military camp after their arrest for several days.  

The unverified report received by OLLAA, goes on and narrates how then the boys were then subjected to rape at the hands of various Ethiopian soldiers. 

In late 2020, Amnesty International published on it’s official website about alleged rapes in East Guji Zone. OLLAA has written to Amnesty International to follow up on the same matter. 

The full names of the victims are withheld due to the nature of this information and to  provide protection to minors. OLALA will release the following information of the victims for appropriate purposes and personnel:

Rape Under Ethiopian Law

Article 620 of the Criminal Code of Ethiopia states that whoever compels a woman to submit to sexual intercourse outside of wedlock, whether by the use of violence or grave intimidation, or after having rendered her unconscious or incapable of resistance, is punishable with rigorous imprisonment from five years to fifteen years.

Article 624 of the Criminal Code, Sexual Outrages on Persons in Hospital, Interned or Under Detention states the following: Whoever, by taking advantage of his position, office or state, has sexual intercourse or performs an act corresponding to the sexual act or any other indecent act with an inmate of a hospital, an alms-house or an asylum, or any establishment of education, correction, internment or detention, who is under his direction, supervision or authority, is punishable, according to the circumstances of the case, with simple imprisonment for not less than one year, or with rigorous imprisonment not exceeding fifteen years. Article 626 of the Criminal Code goes further by clarifying Sexual Outrages on Minors between the Ages of Thirteen and Eighteen Years as the following: 

Whoever performs sexual intercourse with a minor of the opposite sex, who is between the ages of thirteen and eighteen years, or causes her to perform such an act with her, is punishable with rigorous imprisonment from three years to fifteen years.

OLLAA calls on the government of Ethiopia and other stakeholders to investigate this act of cruelty and bring the perpetrators to justice.
