Report on Extrajudicial Killings in August 2022

During the month of August, Ethiopian government security forces continued to commit extra-judicial killings of Oromo civilians, in addition to forced displacement and the destruction of hundreds of houses.  According to our sources, some of the victims were taken and killed from their workplaces, some from their own homes; while others were taken from prisons and killed.

Below is a list of extrajudicial executions committed during the month of August. It should be noted that those individuals listed below are only those whose deaths have been made public through the media, and does not include mass executions or other incidents which have gone unreported, or in which the victims names are unknown. It seems likely that the true number of victims is much higher than the figures reported below, as many incidents of violence have gone unreported or underreported.  For example, during the month of August, the Ethiopian Peace Observatory recorded 35 violent attacks against civilians inside the East Shewa, East Wollega, Finfine special, Horo Guduru, Kellem Wollega, North Shewa, South West Shewa, West Arsi, West Guji, West Shewa, and West Wollega zones of Oromia conducted by a wide variety of state and armed non-state armed actors.  Of these attacks, 17 were conducted by the Ethiopian National Defense Forces. 

Reported Extrajudicial Executions in August 2022:

In addition to extrajudicial killings, armed non-state actors, lagely Amhara militias and Fano, also killed a large number of Oromo civilians during the month of August 2022.  

On August 14, it was reported that at least 8 people were killed in an attack perpetrated by Fano on Hadhecha village, Bosat District, East Shewa zone.  Our source on the ground was able to confirm that the following individuals were killed in this attack:

  3. Buruse Yami 
  4. Fatansa Ulato
  5. Shambali Nugusu 
  6. Malka Ulato

Finally, it was reported by multiple sources, including the Addis Standard, Reuters, and OMN, that on August 29, 2022, Amhara militias and Fano killed more than 60 Oromo civilians and led to the forced displacement of thousands of civilians from Agamsa town, Amuruu district, Horo Guduru Wollega zone.  In the days following the attack, the Ethiopian Human Rights Commission confirmed that at least 20,000 individuals had been displaced due to this attack. OLLAA’s staff was able to confirm the following list of 58 individuals who died in this attack, based on conversations with local residents and social media reports:

OLLAA continues to urge the Ethiopian government to fulfill its duties under international law by protecting its citizens and launching independent investigations into these attacks.  Furthermore, as the government forces continue to inflict violence on civilian populations with impunity, OLLAA continues to appeal to the international community to take action, including by condemning these incidents and by launching independent investigations into these reports of human rights violations and injustices.
