Report on Extrajudicial Killings in November 2022

During the month of November, Ethiopian government security forces continued to commit extrajudicial killings of Oromo civilians, alongside the mass destruction of homes and villages, and drone attacks with impunity. 

Below is a list of extrajudicial killings committed during the month of November. It should be noted that those individuals listed below are only those whose deaths have been made public through the media or that OLLAA’s staff were able to independently verify.  It does not include mass executions, or cases in which the victims’ names are unknown. Given the above, it seems likely that the true number of victims is much higher than the figures reported below, as many incidents of violence have gone unreported or underreported. For example, during the month of November, the Ethiopian Peace Observatory reported that organized political violence in Oromia had risen to an all-time high, with numerous reports of attacks on civilians by all parties to the conflict.  OLLAA’s staff also received hundreds of reports of human rights violations perpetrated against civilians in November, including 45 reports of extrajudicial killings or killings committed by non-state armed actors, that, as of the time of the publication of this report, still must be independently verified.

In addition to those names listed above, OLLAA has also received reports from the Portland Oromo Community Association that 27 additional civilians were killed during the November 2 drone attacks in Dirimaji woreda, and that 18 were killed in a separate attack in Mendi town, Manashibuu District, West Wollega on November 2nd.  As of this time, OLLAA has not been able to independently verify this data.

Finally, violence by non-state armed actors was also reported during the month of November, leading to the death of civilians. OLLAA was able to confirm that Dereje Yadata was killed by Fano militias on November 1, 2022, in Shambu, in the Horo Guduru Wollega zone.  The Ethiopian Evangelical Church issued a statement on November 9, 2022, claiming that an armed group (fano) shot and killed 14 members of their congregation at the Mula-tu Gela Church in Sorga, Nekemte city on November 6th. The statement further accused the Ethiopian government of failing to investigate the event and bring the perpetrators to justice:

OLLAA continues to urge the Ethiopian government to fulfill its duties under international law by protecting its citizens and launching independent investigations into these attacks, as well as all credible allegations of human rights violations.  Furthermore, as the government forces continue to inflict violence on civilian populations with impunity, OLLAA continues to appeal to the international community to take action, including by condemning these incidents and by launching independent investigations into these reports of human rights violations and injustices.
