Report on Extrajudicial Killings in October 2023

Throughout the month of October 2023, the Ethiopian government sent its security forces, including the Ethiopian National Defense Force (ENDF) acting at times in concert with the national air force as well as with Fano militia forces, to further its widespread campaign of mayhem and murder against the Oromo people.

Below is a list of 26 individuals whose deaths have been confirmed by mass media reports or by OLLAA’s staff on the ground as having been killed in October by government forces, in some instances in alliance with Fano.  It is important to note that this list is but an incomplete accounting of those  killed extrajudicially in October as it does not include victims of mass executions, individuals whose names are unknown, or reports that OLLAA was unable to verify independently by the time of this report’s publication.  For example, this report includes the names of thirteen civilians whose murders have been verified, but exact dates of their extrajudicial killings have yet to be confirmed.  The true number of victims is likely much higher than the figures reported below.

OLLAA urges the Ethiopian government to fulfill its moral imperative, as well as its legal duty, to protect and defend the human rights and security of all of its citizens, including by launching independent investigations into all credible reports of violations of their right to life. Furthermore, OLLAA calls on the international community to condemn these brutal acts and to initiate independent investigations into the reports of human rights violations and injustices against the Oromo people in Ethiopia, who deserve to live in safety.
