Report on Extrajudicial Killings in September 2022

During the month of September, Ethiopian government security forces continued to commit extrajudicial killings of Oromo civilians, alongside the mass destruction of homes and villages, with impunity.   At times, it was reported that these killings took place as part of joint operations conducted by state agents (including federal and regional forces) alongside non-state armed actors, particularly Amhara militias (Fano).  

Below is a list of extrajudicial executions committed during the month of September. It should be noted that those individuals listed below are only those whose deaths have been made public through the media, and does not include mass executions, or cases in which the victims’ names are unknown. It seems likely that the true number of victims is much higher than the figures reported below, as many incidents of violence have gone unreported or underreported. For example, during the month of September, the Ethiopian Peace Observatory recorded 18 attacks against civilians inside Oromia, with 171 reported fatalities.  Of these, they reported that Ethiopian government forces were directly involved in 7 attacks, leading to the deaths of at least 21 civilians.

 Reported Extrajudicial Executions in September 2022:

In addition to the extrajudicial killings reported in mass media, based on conversations with the victims’ families, relatives, neighbors, and reports from social media, OLLAA’s staff has been able to confirm that the following 26 individuals were killed  in an attack perpetrated by Fano and Amhara regional forces in Bonee Abuunaa town, Horro Buluq district, Horo Guduru Wollega zone on September 3, 2022:

OLLAA continues to urge the Ethiopian government to fulfill its duties under international law by protecting its citizens and launching independent investigations into these attacks, as well as all credible allegations of human rights violations.  Furthermore, as the government forces continue to inflict violence on civilian populations with impunity, OLLAA continues to appeal to the international community to take action, including by condemning these incidents and by launching independent investigations into these reports of human rights violations and injustices.
